Reach Ranges, ...Again

Referring to the `10 ADA SAD, Section 205.1 - Operable Parts,

and `03 ICC/ANSI A117.1, Section 309.3 - Height(s)...

I have a "new" interior electrical panel being installed in a "B"

occ. group setting......Language from the 2 standards does not

exempt the installed height of all of the circuit breakers [ as

I understand it = the 15" - 48" reach range ], ...however, Exception

# 1 in the `10 ADA SAD, does not require compliance with the

reach ranges of the various operable parts when accessed by

service or maintenance personnel only!

The question is: If a permanent label is affixed to the exterior

side of the electrical panel door, stating [ something to the

effect of ] ..."to be accessed by qualified service & maintenance

personnel only", do the circuit breakers still have to comply with

the reach range requirements?

In this particular application, there will not be a qualified service

/ maintenance person actually on the site, but rather, any

servicing or maintenance would be performed through a

contracted company, and they would send someone as called.

Are the breakers being used by the occupants to control the lighting or equipment in the building?

If yes, need access; if not no access required.

Thanks for your reply!........This particular electrical panel is the typical

interior electrical panel in a tenant space, ...with various circuit breakers,

as well as, a main disconnect......They also have a separate interior

elec. panel for an X-Ray machine, ...which will also have to be installed

to an Accessibly compliant position........The elec. contractor is asking

w.t.f.

ADASAD 2010 Advisory 205.1 General. Controls covered by 205.1 include, but are not limited to, light switches, circuit breakers, duplexes and other convenience receptacles, environmental and appliance controls, plumbing fixture controls, and security and intercom systems.

Yes, ...I read that section and the advisory......The EC, as well as, the GC

on this project, is clueless!

In conjunction with Section 205 in the `10 ADA SAD & Section(s)

309 & 308 in the `03 ICC/ANSI A1117.1, ...if Accessibility / Reach

Ranges are required, ...will the individual circuit breakers be

required to meet the opening & closing force [ of 5 lbs. max ] and

the grasping / pinching requirements as well?......Essentially,

...are there ADA compliant electrical panel components out in

the market place?
