Reference standards code adoption indication

In the 2020 Fire Code of NYS chapter 80 - Reference Standards, the user note states *Denotes standards that have been incorporated by reference into 19NYCRR Part 1225.
QUESTION: The reference standards that has an asterisk in front of it mean that only the section that is listed is adopted, or the entire reference standard manual?
