Can the 60" turning radius overlap into a roll-in shower with a zero edge threshold?

I would think so if it meets the floor surface requirements...Single user bathroom?

Yes for a Type A apartment unit

I see nothing in the CA Code or the Fair Housing Guidelines that would allow or deny it... It will be up to the AHJ.
