Sallyport Q.

Is a sallyport treated as a garage and requires wall and ceiling seperation or HVAC dampers?
 
I'm assuming the sallyport is not really open to the public.

Are vehicles stored there?

Private Garage - A building or portion of a building in which motor vehicles used by the owner or tenants of the building or buildings on the premises are stored and kept, without provisions for repairing or or servicing such vehicles for profit. - 2018 IBC
 
It depends.

Is the sally port connected to an enclosed parking garage? If yes, then it should be considered a part of that parking garage like any other entrance into an enclosed parking garage. Separation would only be required per Section 508 depending on how mixed occupancies are handled.

Does the sally port connect open exterior spaces on each side? If yes, then the sally port may be considered a Group S-2, but it would not require ventilation if doors into and out of the sally port have sufficient open area to allow ventilation. If not, then you may want to consider ventilation if the vehicles remain running during the inspection and the doors are closed. Separation again would only be required per Section 508 depending on how mixed occupancies are handled.
 
The sallyport is listed by the architect as a S2 Occupancy which allows a parking garage. Its basically used to pull a vehicle in and do an inspection then removed. Possible overnight storage due to an investigation. The sallyport is below a B-occupancy and has three walls with access by way of an overhead door to the outside.

Sounds more like a garage than a sally port. A sally port is a vestibule of sorts used to control access from a nonsecure area into a secure area and vice versa (especially in prisons). If a vehicle is just pulled in, inspected/investigated, and then backed out, then it is just a garage in my opinion.
