Senior living accessible bathroom - 18" vert. grab bar

Is the 18" vertical grab in the resident units toilet not required? It is required for public toilets. Where I can find this exception stated? 2015 IBC, Colorado, R-2 and I-1 occupancy
 
This sounds like you have a retirement community given the I-1 occupancy.

Is the unit of concern an accessible unit? Type A or Type B?

If accessible or Type A, then the grab bar is required per A117.1 Section 604.5.

If Type B, blocking is required, but grab bar can be installed when needed.
 
It's concerning accessible units.
