Should Codes be based upon Science/Risk or Consensus?

Be careful not to throw the baby out with the bathwater

Old days the family took a bath once a week everybody using the same water. The baby was the last one to be bathed before throwing the water out. If you did not take the baby out of the bath you could "thow the baby out with the bathwater.

Local code requirements should be minimal.
In other words;
Framing - basic structural integrity; load path to footing.
Electrical - protected wiring installation.
Plumbing - continuous flow of sanitary drainage system and water line cross connection prevention.
HVAC - Per manufacturer's installation instructions.
State laws should require legal responsibility for all contractors and manufacturers.
Mandating; in detail, all new products and methods; in new construction is a waste, and, will not have an empact on the majority of homes, apartments, etc. in this country in the next 300 years.
Except of course the homes, apartments, etc. built in the last 30 years will not be here 100 years from now; because they are not built to last that long.

stakeholder - anyone who lives, works, eats, enters a building.. they may not realize they have a stake in the safety of the building.. but when the fire alarm goes off, they do.. it's the safety of the built environment.. .not building science or consensus.. it's real safety.. sometimes you need to trust your gut.
