Question...I have a set of stairs going to a storage room above that has a beam that limits the stair clearance in one area to 6' high. We sent off an email to ICC for an official code interpretation and was told that if a stair is being constructed it needs to meet the requirements of section R311.7. My questions is this, if this is an accessory structure and is not a dwelling, does section R311.7 truly apply? This set of stairs is in a residential shop/ storage/ tack room and is not intended to be used as a dwelling. Any comments would be greatly appreciated!
