Storm Shelter Access

I have a project that has chosen to locate storm shelters in the middle of their parking lots at the end of their detached garages. Using the 2006 IBC & 2010 ADA SAD, connectivity to facilities should not be provided in the parking lots parallel with vehicular traffic ways, or travel behind parking stalls? I will see if I can load a general site plan later today.
