Reports claim power went out and emergency lights did not turn on. Total blackout. I have been there many times. Never seen emergency lights. Someone has explaining to do....

I'd like to see the final report on this one. Hopefully we can learn from it.

FYI, for several years now, So Cal Edison no longer allows transformer vaults on new developments. All transformers have to be above-ground (and adjacent to an access road, and close to the main switchgear).
They say this requirement which has been approved by the PUC trumps any local planning requirements to put them in vaults.
