transformer explosion

FYI, for several years now, So Cal Edison no longer allows transformer vaults on new developments. All transformers have to be above-ground (and adjacent to an access road, and close to the main switchgear).
They say this requirement which has been approved by the PUC trumps any local planning requirements to put them in vaults.
