UFAS for apartment renovation?

My client has an existing apartment building (c. 1976) that is being renovated using some federal funds (tax credits). As such the tax credit investors say it is required to comply with the Uniform Federal Accessibility Standards (UFAS). I can only find UFAS regs for NEW housing - -I can't find any for modifications to EXISTING housing.

Even the UFAS retrofit manual is "blank" when it comes to housing.

Any idea if UFAS applies at all to existing housing?
 
Alteration doesn't cover it????

1. PURPOSE.

This document sets standards for facility accessibility by physically handicapped persons for Federal and federally-funded facilities. These standards are to be applied during the design, construction, and alteration of buildings and facilities to the extent required by the Architectural Barriers Act of 1968, as amended.
