Urinal vs. Toilet

Looking at the California Plumbing Code it appears that fixtures for Office (employee use) requires mandatory minimum urinals and toilets and the urinals only replace toilet counts when you exceed the minimum. Is that a correct interpretation?
 
Exceed the minimum urinals, yes

Two-thirds (2/3) of the minimum requirement of Toilets

2010 CBC

For each urinal added in excess of the minimum required, one water closet shall be permitted to be deducted.

The number of water closets shall not be reduced to less than two-thirds (2/3) of the minimum requirement.
