We are building in SWFL. They are tears in the vapor barrier. It is almost a foot short of the stem wall in place and a few places with no plastic at all. Out builder thinks this is ok. I do not. Thoughts?

Slab below grade? You mentioned stem walls so it is assumed that the slab is below grade requing VB
If below grade, VB should be overlapped a minimum of 6-inches and should not be short of the stem wall. There will be some holes around stubbed piping but there should be minimal areas of openings and large areas can be resolved with additional VB.

What Pcinspector1 said. Ask the builder if an incomplete roof is ok?

House is on a canal. Stem wall is to raise first floor to meet fima regs. So slab is above grade per say... Stem wall is 4 courses.

The inspector should require it to be installed correctly. What your builder thinks is okay is irrelevant? What you describe is not code compliant. Talk to the building department and express your concerns. Depending on what jurisdiction you are in the inspection could be onsite or a virtual inspection which some things don't show up on.
