Assembly use space need to meet all the require codes relevant to that use and exceptions

I would suggest temp heat if they need heat...or use the exception to not have heat:
Exceptions:
1. Interior spaces where the primary purpose is not
associated with human comfort.
Once they install permanent heat the energy code gets tough...
