What is this space

I am working on a mixed use project in an existing building which will likely have separated occupancies. The structure additionally covers a large outdoor area, which I believe I need to assign an occupancy to and include in the building area because it is far more than a roof overhang. This space does not have a clearly defined use, if I had to pick an occupancy group I was going to go with U. This would require a 1-hour fire barrier between it and the adjacent indoor uses, B and F-1. Would I then need a 1-hour wall at those exterior walls? The challenge is the owner wishes to covert some of the existing F-1 to A-2 to have events and I am a bust on my building area even with frontage increases. I may just make a firewall so the A-2 is a separate building, but the owner did all the work already and I'm trying to back into a solution that gets them on the up and up. 2015 IBC 312.1 Buildings and structures of an accessory character and miscellaneous structures not classified in any specific occupancy shall be constructed, equipped and maintained to conform to the requirements of 780 CMR commensurate with the fire and life hazard incidental to their occupancy. Group U shall include, but not be limited to, the following:
 
I think S-2 for parking makes sense, but would it then need to have a fire barrier between it and the existing B and F-1 spaces or would IEBC allow the existing condition to remain, if I am not changing it and it is not within the scope area? The existing walls are masonry, but I do not know the specifics of their construction, so am hesitant to designate their fire resistance.
