When to apply Occupancy R3 vs R4?

We have a project that, from my reading of the code, could be classified either R3 or R4. I do not see a definite distinguishing difference between the two with respect to this project. The project is a retirement residence housing 10 people, each with their own bathroom. There are some shared spaces with respect to a Living room and some activity areas. The Dining Room shares a space with the Kitchen and both of those are open to the Living Room. The reason for the question has to do with whether or not we will need to furnish a commercial Kitchen. Evidently, R3 may not require it but R4 does. Therefore, why is something R3 vs R4?

Is it a supervised environment with "custodial care" as defined in Chapter 2? If so, then it is R-4, otherwise, it is R-3.
