Yard box (gas shut off valve) identification?

I am stuck on this one... the contractor installed a cast Iron lid (8" dia) on the, gas shut off valve, yard box. He ground off the existing label (cast raised label). I need help locating the code section that requires labeling.

NOTE: this is not the main (metered) valve at the street. This is a new valve tapped into an existing medium pressure natural gas 3" line, connecting the new science wing on an existing campus, that is buried 2' below the surface. There is also and SOV at the building exterior, where it enters above ground.

If this is before the meter would it not be coverd by D.O.T regulations?

This is not before the meter. The meter is on the other side of the campus, and i don't know about D.O.T. regs. perhaps if it were in the street...
