I'm working on a change of use. there isn't any new construction. This is an old building. Should I change all the small doors that are less than 32"?
what about the door strike? if the door doesn't have the strike is not acceptable or I can have non-conforming condition?
Since there's not new construction how can I use the 20% budget to improve these items? and does it apply to every single condition?

Some medical is a change of use which may have additional code requirements
IEBC
[A] CHANGE OF OCCUPANCY. A change in the use of a building or a portion a building which results in one of the following:
1. A change of occupancy classification.
2. A change from one group to another group within an occupancy classification.
3. Any change in use within a group for which there is a change in application of the requirements of this code.

[BG] AMBULATORY CARE FACILITY. Buildings or portions thereof used to provide medical, surgical, psychiatric, nursing or similar care on a less than 24-hour basis to persons who are rendered incapable of self-preservation by the services provided or staff has accepted responsibility for care recipients already incapable.
 
I have yet to see a COU that doesn't require construction....For instance...

1012.8.2 Complete change of occupancy. Where an
entire building undergoes a change of occupancy, it shall
comply with Section 1012.8.1 and shall have all of the following
accessible features:
1. At least one accessible building entrance.
2. At least one accessible route from an accessible
building entrance to primary function areas.
3. Signage complying with Section 1111 of the International
Building Code.
4. Accessible parking, where parking is provided.
5. At least one accessible passenger loading zone,
where loading zones are provided.
6. At least one accessible route connecting accessible
parking and accessible passenger loading zones to
an accessible entrance.
Where it is technically infeasible to comply with the
new construction standards for any of these requirements
for a change of group or occupancy, the above items shall
conform to the requirements to the maximum extent technically
feasible.

1002.1 Compliance with the building code. Where the character
or use of an existing building or part of an existing
building is changed to one of the following special use or
occupancy categories as defined in the International Building
Code, the building shall comply with all of the applicable
requirements of the International Building Code:
1. Covered and open mall buildings.
2. Atriums.
3. Motor vehicle-related occupancies.
4. Aircraft-related occupancies.
5. Motion picture projection rooms.
6. Stages and platforms.
7. Special amusement buildings.
8. Incidental use areas.
9. Hazardous materials.
10. Ambulatory care facilities.
11. Group I-2 occupancies.

1008.1 Special occupancies. Where the occupancy of an
existing building or part of an existing building is changed to
one of the following special occupancies as described in
NFPA 70, the electrical wiring and equipment of the building
or portion thereof that contains the proposed occupancy shall
comply with the applicable requirements of NFPA 70
whether or not a change of occupancy group is involved:
1. Hazardous locations.
2. Commercial garages, repair, and storage.
3. Aircraft hangars.
4. Gasoline dispensing and service stations.
5. Bulk storage plants.
6. Spray application, dipping, and coating processes.
7. Health care facilities.
