Is the ISA also considered a Pictogram?

I have a client that wants to install an all-in-one sign on their alteration project:
Tactile "EXIT" sign per CBC 1013.4 (raised characters and braille).
On the same sign, they want the ISA (wheelchair symbol) to help distinguish it from other non-accessible existing doors.

Is the ISA itself considered a pictogram per 703.6, similar to the man / woman pictograms for restrooms, requiring min. 6" field height?
