CBC 420.1 error in code language

CBC 420.4 Automatic Sprinkler System says:

Group R-2.1 occupancies shall be equipped throughout with an automatic sprinkler system in accordance with Section 903.2.6.
But 903.2.6 says:
An automatic sprinkler system shall be provided throughout buildings with a Group I fire area.

This makes no sense, that an R-2.1 occupancy would contain Group I fire area.

So my client asked the State Fire Marshal, and got the following response:

Based Table 504.3 an R-2.1 can be constructed with a 13R System. The pointer reference in 420.4 is intended to be for Group I occupancies. The California amendment is mistakenly inserted because the model code references Group I-1 occupancies. There is no Group I-1 occupancy in California, so when the printer did a holistic change, the entire sentence should have been removed, instead of simply changing the model code from I-1 to R-2.1. This printer error has created unintended confusion. We will work with the Building Standards Commission to clean this up in either an errata, or in the next rulemaking cycle. I hope this helps.
