WHAT DOES YOUR CITY REQUIRE WHEN IT'S TIME TO REPLACE AN: inside closet Federal Pacific breaker box, 100amp OH meter base and home has aluminum wiring

What does your city require when it's time to replace an inside closet Federal Pacific breaker box, 100amp OH meter base and the home has some aluminum wiring. This is a single-family one-story home located within the city limits. Dallas Texas Area. Home was built in 1968 and it was an existing clothes closet. Inside breaker box is located on an outside wall with the meter base on the opposite side.

Also, do you have any advice on what I should ask the city?
Plus, any advice on best practices on removal and install.

If you're replacing it and NOT changing its location, then a city I use to live in only requires that a contractor submit a express permit application (pretty sure it's just a one page document they fill out online). Work needs to comply with CEC 110.26 and PG&E Bulletin TD-7001M-b010. These requirements definitely wouldn't apply to you - these are California-specific (CEC) and region-specific (PG&E) requirements.

If no contractor is involved or if you're moving the meter, then a "regular" permit is required, likely with plans.
