    Dry wall screws are sufficient for holding up the fixture. While I might not put a light bulb that close to a gas line, the reason would be that it makes it difficult to change the bulb.

    For residential all that is required here is the permit posted by the road. The AHJ tends to get grumpy when called out to do an inspection.

    Section 4200 seems to cover the issue. Much better than your observations. Duplex seems improper. (seems to imply non-locking also) Distances seem correct. GFCI seems correct. Lots of other issues that more information might help resolve.

    Mold is seldom an issue. Black mold (not the white mold shown) may be an issue. But inspectors and homeowners get scared by everything that is not just the way they want it.

    Some people might think the load bearing wall above will provide lateral restraint. Others might think the sheathing is sufficient. While I block the ends of my joists, it is more of a construction aid than an engineered requirement.

    It is hard to tell from the photo but ... It appears that the area of the jack studs is at least the area of the post on top. That indicates that if the post is proper for the load then the jacks are proper.
