    My county has a zoning ordinance with a definition of "home occupation." Since your county has an ordinance and allows the usage you want, I suppose you only need to abide by the residential building code.

    You need to check the allowed "home based businesses." Here the zoning code allows "home occupations." The usual residential code applies. I don't think 5-10 students would be allowed. You need to read the code to ensure that your "business" is allowed. I expect your residential code would apply.

    I think the standard was given earlier - 300 pounds over 4sqin. Very simple to test. No need to take pictures. Just cart a 300 pound test weight around. While I don't like the construction shown in the original pictures, only the 300 pound test weight gives an accurate answer.

    I believe that the code load requirements for stairs are not related to the code load requirements for floors. In any case, the loads on stairs are short term loads while the loads on floors are long term loads.

    I am not employed by the contractor so there is no need for me to provide a letter. If I were employed by the contractor, I would be in the position to determine if the footings were sufficient. I could provide a letter regarding the sufficiency if asked.

    The attitude of tear out the work is used to show who is in charge. If you want to be a thug, you can be one. There are other less costly ways to show compliance.

    As a contractor I would suggest that the ceiling be brought up to code. I would even listen to comments made by the AHJ along those lines. But if the AHJ demanded it, I would have him in court. And out of a job.
