    You got to have a cut-off point somewhere in the codes. The codes are based on accepted engineered practice now. Once you get away from the codes as written then engineering kicks in.

    A lot of our builders use the CEE's. The only thing we really have to watch for is them throwing in a 20' piece of rebar and bending it up to connect the ground to and not tieing to another piece of rebar or adding an additional piece...(post tension).     We charge for permits on additions, new, remodels if the work is performed by outside contractors. So to answer your question... New school, outside contractors, permit fee. Water heater, electrical work, HVAC etc performed by school maintenance employees..permit required and inspections...

    Written! :) How is it written? In my opinion I see it written as the foundation wall can be part of the footing and the bottom of the footing/wall has to be below frost line. :)

    Why can't the wall be part of the footing? Where is it in the code that the wall has to be poured in one continuous pour? Figure R317.1(5) shows that the foundation wall is part of the footing.

    We've been told pricing is not anything we can do anything about. Now failing to secure permits and getting inspections is a violation of the State plumbing board and we can prosecute that but not what the plumber charges.

    No, same tenant, same use, it was a name change that caused the inspector to go by. We always require a inspection on name changes and tenant change outs per ordinance. Now if the use changes that's a different story.
