    The "private" office issue does not depend on Worthy the ownership is public or private. You can have a private office in publicly owned building. If it was me I'd either make all the toilet rooms fully accessible or else tell everyone that there are no toilet rooms to be installed.

    For access to the HVAC equipment I'd agree with you. The condition is access from a point to the clock tower. That becomes a "different" path of travel. It's no longer an interstitial space with only mechanical equipment in it.

    Best thing to do is probably rebuild the 2x8 framing with frt. The blocking and shims are allowed to be used in Type III construction. I don’t have my code with me but I thought it was exception 18 in section 603.
