    If the sprinkler is 30 years old it needs to be replaced. The current guideline is 10 years - changed from 15. It's 2-3 times past its effective life. The wax isn't the issue.

    So the problem appears to be the CA Plumbing code and not so much the accessibility concern. Maybe you could get the state (or IAPMO) to change the code - or adopt the IPC.
