1007.3 Min stairway width exit stair exception for sprinklers

Can anyone justify allowing the exception for less than 48" min. clear "between" handrails if building (a two story change of occupancy from "B" to an "E" occupancy with 2nd flr classrooms and no elevator) is fully sprinklered?

Newly constructed 2nd floor has a 48" wall to wall stair. How do you carry a stretcher with a (+) 400lb person down the stair with only 42" btwn the handrails. I know firemen are strong but lets get real.
 
Power stretcher or one of them climbing chair thingys. The FD and EMS just love their toys..........It would still have to meet min egress width per 1005, but perfectly allowable.....
