This is coming up more and more with the Fire Marshal & our office. I have done a quick google search and all I'm finding is bathroom privacy locks not much for a commercial security lock on the doors. The FM wants all doors this way or have panic hardware due to not trusting people could get lock in while preparing to open. Any thoughts or direction would be helpful and appreciated. Just trying to come to some sort of agreement with the FM office so we are not showing a divided front.
 
Here is the code section:

1010.1.9.3 Locks and latches. Locks and latches shall be
permitted to prevent operation of doors where any of the following
exist:
1. Places of detention or restraint.
2. In buildings in occupancy Group A having an occupant
load of 300 or less, Groups B, F, M and S, and in places
of religious worship, the main door or doors are permitted
to be equipped with key-operated locking devices
from the egress side provided:
2.1. The locking device is readily distinguishable as
locked.

2.2. A readily visible durable sign is posted on the
egress side on or adjacent to the door stating:
THIS DOOR TO REMAIN UNLOCKED
WHEN THIS SPACE IS OCCUPIED. The sign
shall be in letters 1 inch (25 mm) high on a contrasting
background.
2.3. The use of the key-operated locking device is
revokable by the building official for due cause.

You can always revoke the use.

The FM "not trusting" is with every building and someone actually getting locked in I would think he would need to have a number of real-life examples within the jurisdiction to get you on board to provide that "United Front"

The codes use to state
"This door must remain unlocked during business hours."
Which makes more sense when after-hours is when the cleaning crew and a select few employees who have keys to the building may be in the building after business hours
 
Those are are all privacy. They are needing something that locks with key from both sides. It is on a wrought iron door/gate.
 
Are you asking about a device like this? This is what I see all the time, and I do require them to be provided on plan review either by comment or redline. The verbiage was changed a few cycles ago I think, but it is an attempt to enforce behavior that is unlikely to influence the janitor.

This might work. Now sure how it is integrated with the lock. This is for a business license registration inspection, not for construction. The door/gate is to separate tenant spaces. the owner does want to build anything but is more than willing to provide new hardware if we can show what we are looking for.
