2021 IBC. I'm working on a larger F-1 industrial building that the client now wants to add an office function to the roof of. I've been looking for exceptions, but I don't see any way around it being classified as a second story. Due to the size of the building below (2100'x577'), I want the 400ft travel distance to avoid carving everything up with egress passageways and/or horizontal exits. How is everyone interpreting the wording of 1017.2.2 condition 1 where it says "the portion of the building classified as F-1 or S-1 is limited to 1 story in height"? Does that mean that as long as the F-1 area is only 1 story, there can be a B occupancy above it? The "portion of the building" part is what's making this less than clear.
A coworker of mine had a fire reviewer on an unrelated project in a different city interpret that line as any space not open to the space above, so you could have multiple 1-story spaces stacked on top of each other as long as the other conditions were met, but I'm not sure I want to hang my hat on that approach.
