2" pressurized sewer crosses over 8" water main

They opted to sleeve the 8" water main below. This is one of the only times I feel the code allows the sewer to be above the water supply. This exception does not state that the sewer has to be below the supply unlike the normal requirement and exception.

If you're referring to IPC 603.2 exception 3, I can't find the corrugated plastic storm drain they used as a sleeve listed in tables 605.3, 702.2, or 702.3.
