2006 IFC 3404.2.13.1.3 Fuel Tank Out of Service 1 Year

We have a number of out of business fuel installations in our jurisdiction and it seems unreasonable to expect them to remove or permanently abandon their tanks after one year.

Am I not understanding this code section correctly?

Can someone explain the intent or reasoning behind this requirement and how it is being enforced in other jurisdictions?
 
worked three ahj's and we required they be removed.

why????

in the old days they were metal and would rust out sometimes

and sometimes used to store other liquids.

now a days mainly fiberglass tanks, soo corrision problem less.

I forgot what epa's stance is, I think it is not enough people to enforce stuff on thier end.

been in the code for a long time!!!!!!!!!!

code still allows them to be abandonded in place.
