What do you look for to know they are in compliance. You can't just check the temperature of the water.

How do you identify the faucets with a built in device?

If not built in, should you find a small valve under the lav?

Can it be at the water heater or anywhere in between?
 
Assuming the UPC requirement is similar to the IPC requirement, you are looking for an "approved water temperature limiting device that conforms to ASSE 1070"

This is usually a separate device under the lav. There is such a thing as an ASSE 1070 compliant faucet, so if this is used, you will need some sort of documentation that the faucet has the tempering function built in and that it conforms to ASSE 1070. ASSE 1070 valves are for installation at the point of use (could be multiple faucets) and are specifically NOT listed to be installed at the water heater.
