2010 ADA - 405.9, Exception 3

I am hoping that someone can advise on the intent of exception 3 in section 405.9 of the ADA. Our building inspector is interpreting this exception that a stair cannot extend off a ramp landing. If so, exceptions 2 and 3 seem to contradict themselves??

Exception 2 is pretty clear. Also, it's not the building inspector's job to enforce ADA but they may be enforcing A117.1 through Ch. 11 IBC.
