2018 IBC 1202.3 Unvented enclosed rafter assemblies.

Does this section apply whether or not the building is conditioned. I thought it was a preventative against condensation in an enclosed assembly which can occur with or without conditioning of the space below. I ask because in item 1 of the conditions having to be met the code states, "The unvented attic space is completely within the building thermal envelope.", and because the definition of building thermal envelope is; “the basement walls, exterior walls, floor, roof and any other building elements that enclose conditioned spaces.”
