Is that the proper (violation)section for an added neutral bar in a service panel attached with sheet metal screws to the service enclosure?

Thanks NS!....here in CT they can pick IRC or NEC.....haven't seen an electrician with an IRC yet......OHHH...wait...they usually don't have the NEC either....then I guess there might be the whole "listing of the panel" thing....north star said:
