277 Lighting in a hotel

If a high-rise hotel has 277/480 and uses step-down transformers for all over voltages, would they be able to use 277 single phase lighting in their dwelling units?
 
Not permitted, 2014 NEC 210.6(A).
Sure hope I'm correct. Don't want to be wrong on my first post.
 
Have seen his name but I don't believe I know him. I did work for the Carter Mining Company in Gillette, a long time ago.
