1104.4 Multilevel buildings and facilities

Exception 1: An accessible route is not required to stories and mezzanines that have an aggregate area of not more than 3,000 sq ft . . .

Is the 3,000 sq ft based on the outside or the inside face of the exterior wall?

inside face of the exterior walls (502.1, although mezzanines do not count towards building area)

Why does the link for your "3,000 square feet" link to Home Depot?
 
Net or gross depends on the occupancies involved for the building code.

Use your best judgement when it comes to ADA.
 
If you have five mezanines in a 10,000 square foot office and they are each 650 sq. ft. at a total of 3,250 sq. ft., then would you have to require that each one be accessible?

Yup! They sure would need to be accessible
