Not only was this done this way in 2000 but it was also inspected and approved. FFWD to today when they are doing work in the basement and Wowee Batman, look what we have here. Yes, those are service entrance conductors coming from the trough fed by the meter.

With all of those little holes, why do you suppose that they made another big hole?
