3411.8 Scoping for alterations. The provisions of Sections 3411.8.1 through 3411.8.14 shall apply to alterations to existing buildings and facilities.

3411.8.1 Entrances. Accessible entrances shall be provided in accordance with Section 1105.

Exception: Where an alteration includes alterations to an entrance, and the building or facility has an accessible entrance, the altered entrance is not required to be accessible, unless required by Section 3411.7. Signs complying with Section 1110 shall be provided.

Is 3411.8 applicable only if required by 3411.4.1 Partial change in occupancy?

3411.4.1 Partial change in occupancy. Where a portion of the building is changed to a new occupancy classification, any alterations shall comply with Sections 3411.6, 3411.7 and 3411.8.

The cost of a wall and a new door will be very small.

The easiest way to understand this is to go by ADA rules and regulations....

Basically, if you already have an accessible entrance, the alterations to the existing entrance do not necessarily have to be accessible.. However, signage is required to direct patrons to the accessible entrance.

or

If an accessible entrance doesn't exist, the alternations must made the (new) altered entrance accessible......

AND to answer your question - this is required if an alteration as outlined by 3411.8

AND

REQUIRED if a partial change of occupancy....because the code section for the partial change of occupancy lists 3411.8
