Hi all, I have visited this site frequently over the years as it is a great resource for building code related topics....hoping to contribute in the future so please pardon me for my initial freeloader question...

The project I am working on is an existing single family residence in PA and includes installation of a 4 story elevator. The floor openings for this elevator are new.

IEBC 802.2.1 only covers existing openings, but the following section 802.2.2 Supplemental Shaft and Floor Enclosure Requirements notes that if the work area exceeds 50 percent of the floor area than Section 802.2 applies to all vertical openings other than stairs, my understanding is that Section 802.2 applies here,

Section 802.2.1 notes that: Existing interior vertical openings connecting two or more floors shall be enclosed with approved assemblies having a fire-resistance rating of not less than 1 hour with approved opening protectives. However, exception 1 notes: Where vertical opening enclosure is not required by the International Building Code or the International Fire Code.

IBC Section 712 Vertical Openings, section 712.1.2 notes "unconcealed vertical openings totally within an individual residential dwelling unit and connecting four stories or less shall be permitted". The commentary I have for this notes: "The unconcealed floor opening connecting no more than four stories within a dwelling unit is permitted without a shaft enclosure".

I need to check again in the IRC but I recall it did not include anything for elevators or maybe just cited the ASME code section for elevators. However, based on what I am reading above (unless I am missing something) a four story non-fire rated opening is permitted for a single family residence.

I would not use the IBC and IBC for a house. The IRC only has section R321, which just says to comply with ASME A17.1/CSA B44. Also follow the manufactures installation instructions.
