I have a question about interpreting a line of U.S. codes regarding low-slope metal roofing:

the query I have is "in accordance with the approved manufacturer's installation instructions."

Is the "manufacturer" intending to mean the roofing manufacturer, or the sealant manufacturer?

I'd welcome references to published interpretations/rulings relating to this.

I think it would be both. You can't install a sealant in a way that does not meet the sealant's specs, and you also can't install sealant on a metal panel that the manufacturer does not want that type of sealant on their panels.

Whenever I have installed metal roofs, we used a butyl tape product to seal joints. I believe that Titebond has an acrylic caulk sealant that will also work for this.
 
When a contractor buys a metal roofing system, the instructions for installation come from the manufacturer of the roofing system. That's what applies.
