A-2 on a second floor without fire suppression

IBC 2015.

2-story building with A-2 use on second floor.

The client does not want not enclose the stairs in a rated enclosure (allowable per 1019.3 Condition1) nor do they want to fire suppression.

903.2.1.2: We meet Conditions 1 (≤5,000 SF fire area) and 2 (≤100 occupant load), but do not meet Condition 3 (fire area not at level of exit discharge). If we enclose the stairs in a fire-rated enclosure that discharges directly to the exterior, would that satisfy the requirements for Condition 3? Just making sure I've got all of my "exit" components covered.
