Acceptable Electrical Panel Marking

In this case, the panel labeling is correct for the physical location but the panel cover was apparently knocked out wrong so the electrician put the cover on upside down which then makes the numbers of the panel OCPD list wrong by number.

Would you find this acceptable or write it up as a deficiency under NEC 408.4(A) "Circuit Directory or Circuit Identification"

I would cite the violation. Avoidable confusion is never acceptable when controlling electricity.
