Accessibility 15% of suites(3.8.2.1.(5))

For a 9-unit residential apartment building in Toronto, the 15% of suites requirement turns out to be 1.35 units with full accessibility. In practice, should it be rounded down to 1 unit, or rounded up to 2 units?
 
Rounded it up. You can't have half a suite be accessible.

We do the same thing with occupant load. Sometimes you end up with a fraction of a person and it is rounded up.
 
I would round up and have 2 be accessible. Just because its built to be accessible doesn’t mean you must rent to an accessible-needs tenant, so its not going to sit vacant waiting for the right tenant.

Thank you very much everyone for your responses. It appears that rounding-up is the way to go and no way to round down!
