accessible egress

I been told that I been looking at this wrong.

A second floor (use B) less than 3,000 sq. ft. does not need an accessible route. To me this means the 2nd floor is still an accessable space if is not one of the exceptions in IBC 1103.2, but is does not need an accessible route to it.

Am I wrong to require an accessible means of egress which can be a stairway by IBC 1007.3?
 
There is a 3000sf exception to providing vertical accessibility in certain circumstances.

However, the lack of vertical access does not remove any accessibility requirement within the space.
 
An accessible route is required on the second floor.

The stairs are also required to be accessible.

The exception only allows the omission of an elevators, lifts, and ramps.
 
Brudgers, 1104.4 Mutilevel buildings and facilitities. Excepton #1: "An accessible route is not required to stories and mezzanines that have an aggregate area of not more than 3,000 sq. ft. ........"

But does it still need an accessible eggress?
