Accessible means of egress?

2012 IBC Section 1007

New construction. Two exits required both have to be accessible for "egress" purposes

Due to site constraints the second exit cannot meet the maximum requirements for a ramp slope for a wheel chair, 1 in 12 or 8% slope

1010.3 Slope.

Ramps used as part of a means of egress shall have a running slope not steeper than one unit vertical in 12 units horizontal (8-percent slope). The slope of other pedestrian ramps shall not be steeper than one unit vertical in eight units horizontal (12.5-percent slope).

They can meet the 12.5% slope and they can meet 1007.7 and provide an area of rescue assistance.

Question does the 12.5% ramp meet the intent of a means of egress under the code or do they need to reduce the slope to the 1 in 12 requirement and install a few steps?

Doing an I-Quest search this in the only section the term "pedestrian ramp" occurs
 
If your 12.5% "ramp" is exterior, I think you are good....

1007.2 Continuity and components. Each required accessible means of egress shall be continuous to a public way and shall consist of one or more of the following components:

1. Accessible routes complying with Section 1104.

2. Interior exit stairways complying with Sections 1007.3 and 1022.

3. Exterior exit stairways complying with Sections 1007.3 and 1026.

4. Elevators complying with Section 1007.4.

5. Platform lifts complying with Section 1007.5.

6. Horizontal exits complying with Section 1025.

7. Ramps complying with Section 1010.

8. Areas of refuge complying with Section 1007.6.

Exceptions:1. Where the exit discharge is not accessible, an exterior area for assisted rescue must be provided in accordance with Section 1007.7.

2. Where the exit stairway is open to the exterior, the accessible means of egress shall include either an area of refuge in accordance with Section 1007.6 or an exterior area for assisted rescue in accordance with Section 1007.7.

Is the 2nd Accessible MOE required to be wheelchair compliant

to the Public Way ?

Interesting; for new construction the ramp as a means of egress cannot exceed 8%, but if it were an existing building the slope is accessible at 12.5% with a max. rise of 3"

Could the area of refuge be the accessible means of egress and have steps without the ramp for the general means of egress if needed?
 
The accessible MOE stops at the EAAR it can be stairs from there...

Let me clarify and and slightly change my answer, you are compliant for accessibility, your 12.5% ramp would not meet the letter of the code for MOE to a public way (exit discharge)...Add a step...
