Accessible parking and access route

Is there anything requiring the access route from an accessible space to be in front of that space?Existing building with new owners doing additional demising interior space.2006 IBC, 1997 IL. Accessibility Code.Zoning and Engineering Depts. disagree on requiring accessible sidewalk being built in front of spaces (landscaped area)Thoughts?

Are they going to have enough room between the curb ramp and the level clear floor/landing space at the entry?

Take a look at the figure for accessible parking in the IAC. I say that it clearly shows the route in front of the spaces, but I don't get too much agreement on it from others.
