Accessible parking requirements in the IEBC

Plan review for 2018 IEBC Level 2 and partial change of occupation. I don't do ADA. Everything in the building and the route will be accessible. Existing parking lot does not have any accessible parking spaces. One accessible route to the entrance is from sidewalk, 2nd entrance is from parking lot.

1. Are there any sections in the IEBC requiring accessible parking for this?

2. If no accessible parking does the route from the parking lot need to be accessible?

3. If there are any small changes in the parking lot is there anything in the ICC codes that would require accessible parking?
 
705.2 Alterations affecting an area containing a primary
function. Where an alteration affects the accessibility to a, or
contains an area of, primary function, the route to the primary
function area shall be accessible. The accessible route to the
primary function area shall include toilet facilities and drinking
fountains serving the area of primary function.

The route starts at the site arrival point....The parking lot....IMO

1104.1 Site arrival points. At least one accessible route
within the site shall be provided from public transportation
stops, accessible parking, accessible passenger loading
zones, and public streets or sidewalks to the accessible building
entrance served.

Or the god clause:

705.1 General. A facility that is altered shall comply with the
applicable provisions in Sections 705.1.1 through 705.1.14,
and Chapter 11 of the International Building Code unless it is
technically infeasible. Where compliance with this section is
technically infeasible, the alteration shall provide access to
the maximum extent that is technically feasible.
 
305.1 Scope.
The provisions of Sections 305.1 through 305.9 apply to maintenance, change of occupancy, additions and alterations to existing buildings, including those identified as historic buildings.
305.6 Alterations.
A facility that is altered shall comply with the applicable provisions in Chapter 11 of the International Building Code, unless technically infeasible. Where compliance with this section is technically infeasible, the alteration shall provide access to the maximum extent technically feasible.

We are required by the state to start with the parking lot when using the 20% maximum cost exception. They have had 20 years to comply with the "barrier removal" requirements of the ADA. I would use 305.6 as the code section in the IEBC that requires the parking lot have accessible parking space(s).
The costs of providing the accessible route are not required to exceed 20 percent of the costs of the alterations affecting the area of primary function.
