Accessible signs at apartment dwelling units

I searched but couldn't find that this was previously addressed. Does Appendix E of the 2009 IBC (E107) require the apartment doors off a common corridor to have tactile signs in the first place? The project was reviewed and released over a year ago and now the AHJ is citing Appendix E. Yes, I know that just because something is missed during review doesn't mean the difficiency is allowed to continue but is this a deficiency or a misinterpretation? Does the section mean that "interior and exterior signs identifying permanent rooms and spaces shall be (provided with) tactile (signs)? or that "(if) interior and exterior signs identifying permanent rooms and spaces (are provided they) shall be tactile? Does the fact that the apartment numbers are engraved on the door knockers trigger this requirement? And yes, the appendix is referenced in the adopting ordinance.
 
E107.1 Signs. Required accessible portable toilets and bathing facilities shall be identified by the International Symbol of Accessibility.

E107.2 Designations. Interior and exterior signs identifying permanent rooms and spaces shall be tactile. Where pictograms are provided as designations of interior rooms and spaces, the pictograms shall have tactile text descriptors. Signs required to provide tactile characters and pictograms shall comply with ICC A117.1.

Exceptions:

1. Exterior signs that are not located at the door to the space they serve are not required to comply.

2. Building directories, menus, seat and row designations in assembly areas, occupant names, building addresses and company names and logos are not required to comply.

3. Signs in parking facilities are not required to comply.

4. Temporary (seven days or less) signs are not required to comply.

5. In detention and correctional facilities, signs not located in public areas are not required to comply.

YES, interior and exterior signs identifying permanent rooms and spaces shall be provided with tactile signs.

NO, numbers engraved on the door knockers DO NOT COMPLY. Signs required to provide tactile characters and pictograms shall comply with ICC A117.1
