Accessible Water Closet Turning Space

Question, single occupant accessible water closet, not accessed through a private office. A 15sqf mechanical room will be located within the water closet room, the door to enter the closet swings into the required turning space, not towards the closet. ICC A117.1-2009 does not clearly indicate which doors can not swing into the turning space, besides the 2-exceptions. Thoughts?

The only time the door should be open is if somebody is working on the equipment in the mechanical room, so it shouldn't interfere with somebody trying to use the WC.
 

603.2.2Door swing.​

Doors shall not swing into the clear floor space or clearance for any fixture.

304.4Door swing.​

Unless otherwise specified, doors shall be permitted to swing into turning spaces.

There is no requirement that doors may not swing into the turning space. Doors may not swing into clear floor space for a fixture but there is also an exception for that if you provide a 305.3 clear floor space outside the swing of the door. The 305.3 clear floor space can be anywhere in any orientation as long as it is outside the swing of the door.

ADAS / CBC 11B-603.2.3, exception #2:
"Where the toilet room or bathing room is for individual use and a clear floor space complying with 305.3 is provided within the room beyond the arc of the door swing, doors shall be permitted to swing into the clear floor space or clearance required for any fixture."

No, that's a different exception. I can't think of an instance where a 304 turning space isn't allowed within a door swing.

304.3 answers the OPs question. Doors ARE PERMITTED to swing into a 304 turning space. They are not permitted to swing into a fixture approach clearance unless a 305 space is provided outside the door swing.

304 Turning Space and 305 Clear Floor Space are not the same thing.
 
Point, if in a power WC and parked beneath a lav opposite the door and I pass out, how many firefighters will it take to open the door if door swing into the clear floor space at the lav. is obstructed by the chair with a 300lb (+) person in it?

One firefighter.
They "axe" or otherwise cut open the door. Just like they would with any other room where a person has passed out against the door, or an object in the room has fallen against the door.
