Seems like it should be pretty straight-forward on how you install an anchor per manufacturers specs.....

Exactly my sentiments, I read and said WTF man, are we all going numb or dumb...

A certification requirement would indicate the installer knows how to read and therefore be able to possibly follow them.

Initially I suspected the certifiication process may be geared to inspectors but after further review, this certification appears to be targeted toward the end users, installers. Now that is reasonable as many manufactures have product specific training.
